1. We have heard learned counsel for the petitioner and learned Standing counsel for the respondents.
2. According to the petitioner he was auction purchaser. Auction was held on 29.1.2001 but auction was cancelled on 28.6.03 in favour of the petitioner. He has filed representation on 21.6.06 for returning the money before respondent no.3.
3. In the circumstances of the case,the petitioner may file fresh representation before respondent No.4. In case any such representation is filed, it may be decided by respondent No.4 by a speaking order, if possible, within three months from the date of receipt of the representation. The petitioner will file certified copy of this order, other necessary documents and a duly stamped self-addressed envelope along with the representation. The respondent No.4 after taking decision will communicate the same to the petitioner.
4. With these observations, the writ petition is disposed of.
