Petitioner seeks out of turn promotion in terms of the Government Order dated 3.2.1994 with regards to an incident which had taken place on 5.3.2005. Counsel for the petitioner submits that in respect of said incident names of 18 persons including the petitioner for grant of out of turn promotion was recommended to 17 persons out of the same (which included Shri Rakesh Singh who was also driving a vehicle like the petitioner on the date of the incident) have not been granted out of turn promotion. Petitioner alone has been singled out for a different treatment.
In the facts and circumstances of the case writ petition is disposed of with liberty to the petitioner to make a representation ventilating all his grievances before respondent no. 1 within two weeks along with a certified copy of this order.
On such a representation being made respondent no. 1 shall call for the records and shall pass a reasoned speaking order, preferably within four weeks thereafter.
