1. Heard counsel for the petitioner and standing counsel for the respondents. According to the petitioner he has already deposited the money for the freehold of the property in dispute before respondent no. 2 on 12.7.1999. As no order of free hold has been passed, he has filed the present writ petition.
2. In the circumstances of the case, the petitioner may file an application before respondent no. 2. In case the representation is filed, it may be decided by respondent no. 2 by a speaking order, if possible, within three months from the date of receipt of the representation. The petitioner will file a certified copy of this order; necessary documents and a duly stamped self-addressed envelope along with his representation. Respondent no.2 after taking decision will communicate the same to the petitioner.
3. With these directions the writ petition is disposed of.
