1. This is a writ petition against the notice dated 5.12.2005.

2. We have heard counsel for petitioner and Standing counsel and Sri Ramesh Upadhyay  for the respondents.

3. The writ petition is merely against the notice. In the circumstances,  the petitioner may reply the same.  In case the representation/reply is filed within one month, it may be decided by the respondent by a speaking order, if possible, within three  months from the date of receipt of the representation. The petitioner will file a certified copy of this order; necessary documents and a duly stamped self-addressed envelope along with his representation.  The respondent  after taking decision will communicate the same to the petitioner. In case the petitioner deposits a sum of Rupeess five lakhs alongwith his representation/reply, then respondent will not cancel the lease of the petitioner before deciding the representation/reply of the petitioner.

4. With these directions the writ petition is disposed of.
