Shri Shashank Shekhar Singh has been heard on behalf of the respondents.

In the facts and circumstances of the case this Court is satisfied that no cause of action or part thereof has arisen within the territorial jurisdiction of this Court.  Writ petition is accordingly dismissed.  Petitioner may seek his remedy before the competent Court of law.

It may be noted that the order passed by this Court on an early writ petition filed by the petitioner cannot be treated to be a decision qua  territorial jurisdiction of this Court inasmuch as neither any such issue was raised nor has been decided.
