1. This writ petition is for a direction to the respondent to reconnect the electricity connection of the petitioner.
2. We have heard counsel for the petitioner, standing counsel and Sri WH Khan for the respondents. The petitioner is permitted to implead respondent no. 3. Counter and rejoinder affidavit have already been exchanged and as such the writ petition is disposed of at this stage finally.
3. The respondent while filing counter affidavit have indicated that reconnection can not be granted as there are dues of bills against the petitioner. The details of the bills are already annexed as CA-2 to the counter affidavit. In case the petitioner disputes the bills, he may file his objection before respondent no. 3 otherwise reconnection may be granted after the entire arrears are paid. In case any such objection is filed, it may be decided by respondent no. 3 by a speaking order, if possible, within three-months from the date of receipt of the objection. The petitioner will file certified copy of this order; other necessary documents and a duly stamped self-addressed envelope along with the objection. Respondent no. 3 after taking decision will communicate the same to the petitioner.
4. With these observations the writ petition is disposed of.
