Petitioner seeks regular appointment as Collection Amin in accordance with the U.P. Collection Amin Rules 1974 as amended in the year 1992 within the quota of 35 per cent reserved for Seasonal Collection Amin.  It is further stated that the respondents have adopted a policy of pick and chose for the purposes of offering seasonal work.  Hence the present writ petition.

In the facts and circumstances of the case writ petition is disposed of with liberty to the petitioner to file a detailed representation ventilating all his grievances before respondent no. 4.

On such a representation being made respondent no. 4 shall call for the records and shall take appropriate decision strictly in accordance with law, preferably within four weeks from the date the representation is so filed.  District Magistrate shall pass a reasoned speaking order.

Writ petition is disposed of.
