This writ petition has been filed by the Integrated School of Education, Ghaziabad for direction upon the learned Chancellor of the Chaudhary Charan Singh University, Meerut to pass an appropriate order in respect of affiliation of B.Ed. Course for the session 2005-2006 to the said institute.
Learned counsel for the petitioner has stated that the University has not forwarded the papers to the learned Chancellor of the University for taking up the decision in the matter relating to affiliation of B.Ed course to the said institution.
We have heard the learned counsel for the petitioner and the learned Standing Counsel, appearing for the respondent no. 1, Shri Neeraj Tripathi, learned counsel appearing for respondent no. 2, and Shri Anurag Khanna, learned counsel appearing for the respondent no. 3.
In the facts and circumstances of the case, we are of the opinion that an appropriate direction shall be issued to the University to examine the entire matter, and send its report to the learned Chancellor of the University, who shall then pass an appropriate order in accordance with law, expeditiously. The University shall complete the exercise within a period of two weeks from the date a certified copy of this order is produced before the Vice Chancellor of the University, provided the panel constituted by the University has already submitted its report to the learned Vice Chancellor of the University. It is made clear that we have not adjudicated upon the merits of the case and the learned Vice Chancellor and Chancellor shall pass appropriate order after independently examining the case.
The writ petition stands disposed of finally with the observations made above.
