Heard counsel for the parties and perused the record.

By an advertisement dated 27.12.2005 applications were invited for the B.Ed. and B.P.Ed. Entrance Examination, 2005.  In pursuance to the aforesaid advertisement the petitioner appeared in the Entrance Examination of B.Ed. and B.P.Ed., 2005. Thereafter he was called for counselling.

It is alleged by the petitioner that during counselling weightage on certificate of Scout and Guide has not been given to him orally stating that the certificate of the petitioner does not appear to be genuine Consequently, the Counsellor has rejected his candidature and his admission has been cancelled arbitrarily.

It is alleged that the petitioner represented the Vice-Chancellor, Dr. Bhim Rao Ambedkar University, Agra through registered post on 8.3.2006 in this regard. The grievance of the petitioner is that neither his representation has been decided nor he has been given admission in B.Ed. and B.P.Ed. Course.

Sri Anil Tiwari, counsel for the respondents submits that counselling has ended on 21st March, 2006.

In the circumstances, no effective relief can be granted to the petitioner at this stage. However, the representation of the petitioner may be decided by a reasoned and speaking order, in accordance with law by respondent no.4 within one month from the date of submission of a certified copy of this order.  If the case of the petitioner is found to be correct and in case there is any vacancy still left, he  may be considered in the vacancies still left unfilled.

The petitioner shall submit a certified copy of this order along with copy of the representation before respondent no.4 within 10 days from today.

With the aforesaid observations, the writ petition is disposed of finally.
