Heard counsel for the petitioner.

By this writ petition the petitioner has prayed for quashing the order dated 29.5.2007 passed by the District Basic Education Officer, Ballia.  The said order has been passed transferring the petitioner to another institution on the basis of certain allegations which were found substantiated by the report of the Assistant Basic Shiksha Adhikari  dated 29.5.2007.  Copy of  report of  the Assistant Basic Shiksha Adhikari has been produced by the learned counsel appearing for respondent No. 4.  The report prima facie makes allegation against the petitioner on the basis of which the District Basic Education Officer has passed the order.  The order of transfer has been passed on satisfaction of the authorities regarding certain complaints against the petitioner.  The order of transfer has been passed on administrative ground which cannot be faulted with.  Learned counsel for the petitioner submitted that the order caste stigma  against the petitioner hence could not have been made  without holding enquiry . From perusal of the order it is clear that the order does not contain any specific stigma  and only refers a complaint  and in the facts of the present case the order passed by the District Basic Education Officer transferring the petitioner on administrative  ground cannot be faulted with.

The writ petition lacks merit and is dismissed.
