Heard counsel for the petitioner and the learned standing counsel.
The arm licence of the petitioner was cancelled. The petitioner preferred an appeal. He filed an application for stay. The stay application has been rejected. The appeal is pending. No ground for interference against the order rejecting the stay application has been made out.
However, on the facts and circumstances of the case the Commissioner, Chitrakoot Dham Mandal, Banda is directed to decide the appeal of the petitioner preferably within a period of three months from the date of production of a certified copy of this order. It is made clear that this Court has not expressed any opinion on the merits of the petitioner's case and it is for the Commissioner to consider all aspects of the matter and take appropriate decision in accordance with law.
