According to the FIR, the licence no. 1178/NL/NEW/PRN is a fabricated document.  This licence is in the name of the petitioner.

Annexure-3 to this writ petition is a letter of Extra Assistant Commissioner (Hq) in the office of the Additional Deputy Commissioner (Peren) Nagaland dated 20.8.2001 saying that the said licence was verified in the office record and found to be issued by that office.

In the circumstances, we dispose of this writ petition with the direction that the petitioner will not be arrested in Case Crime No. 646A/2006 under section 467/468/471/420/120B IPC and Section 25 of Arms Act of P.S.Kopaganj, District-Mau, unless the Investigating Officer is of the opinion that the document dated 20.8.2001 referred to above is not genuine or suspicious and the reason for such opinion on the part of the Investigating Officer is recorded in the case diary.

The writ petition is disposed of as above.
