               Heard counsel for the parties and perused the  record.

          Case of the petitioner is that the petitioner was selected and appointed as Assistant Teacher in C.T. Grade in Ram Nath Pathak Intermediate College, Murar Patti, Ballia, w.e.f. 2.8.1991. As a result of Government Order upgrading the posts of C.T. Grade teachers to L.T. Grade, the petitioner was also upgraded as L.T. Grade teacher.  His papers for approval were then sent to the District Inspector of Schools, but neither approval was accorded nor rejected by the D.I.O.S despite several representations, the petitioner alleges that he has not been paid salary of L.T.Grade since its upgradation.

     The counsel for the petitioner  only prays at this stage that the District Inspector of Schools be directed to decide the representations of the petitioner  within some time frame.

        Standing counsel states that papers were never forwarded to the District Inspector of Schools, Ballia- respondent no.1, as such, case of the petitioner could not be considered by him.

              Be that as it may, the writ petition is  disposed of with the direction that the petitioner will move a fresh comprehensive representation to the respondent no. 1- District Inspector of Schools, Ballia within a period of 15 days from today and if such representation together with a certified copy of this judgment is presented before respondent no. 1 within the aforesaid stipulated period, he shall call for the papers of the petitioner from the institution if they are not available onrecord and decide the same by a reasoned and speaking order in accordance with law within a period of six weeks thereafer..  No order as to costs.
