Petitioner's promotion was earlier rejected on the ground that he did not pass the departmental examination.  According to him, he has passed the departmental examination in the year 2004.  His representation being dated 15.12.2005 is pending.  

Therefore, the writ petition is disposed of with the direction upon the appropriate authority to consider the representation within a period one month from the date of communication of this order upon giving reasonable opportunity of hearing and by passing a reasoned order thereon.  

No order is passed as to costs.
