Through the instant writ petition, the petitioner has impugned the orders dated 28.3.2002 and 11.11.2003 (Annexures P4 and P5 respectively). By these orders, the petitioner was declared as having failed in List 'C' examination. These examinations were allegedly conducted in Leh. The instant writ petition has been filed in this Court on account the present posting of the petitioner at Panchkula.
Having considered the issue in its entirety, we are satisfied that CWP NO. 602 OF 2006 2
for a controversy in the nature, as has been raised in the instant writ petition, a delay of more than two years in filing the instant writ petition, is sufficient to debar the petitioner from invoking the extraordinary jurisdiction of this Court under Article 226 of the Constitution of India.
In view of the above, the instant writ petition is dismissed for reasons of delay and laches.
