This writ petition has been filed with a prayer to quash the order/letter dated June 08,2004, Annexure P-5, where in it was observed that Certificate of Backward Class, Annexure P-2, has wrongly been issued in favour of Jagrup Chand, same be cancelled and legal action be initiated against him. Vide order Annexure P-6, it was directed that all the benefits conferred upon the petitioner, on the basis of that Certificate, be withdrawn from him and vide order Annexure P-7, he was debarred from taking part in Gram Panchayat's proceedings. Petitioner has laid challenge to the orders Annexures P-6 and P-7 also.

It is not in dispute that petitioner belongs to Gold- Smith Caste, which was never declared as a Backward Class in the State of Punjab. Certificate Annexure P-2 was wrongly issued to him and on the strength of that Certificate, he got himself elected against the post of a Panch, which was reserved for a Backward Class Candidate. On receipt of a complaint,the competent officer vide order Annexure P-5 ordered that Certificate issued in favour of the petitioner be cancelled. Counsel for the petitioner has failed to show us any document/notification, to show that the Gold-Smith Caste was declared as a Backward Class, in the State of Punjab.

In view of the above, no case is made out for interference.
