Learned counsel for the petitioner points out that the controversy in the present case is squarely covered by a division bench judgment of this Court in Ram Chander and other Vs. State of Haryana and others, 2003 (4) RSJ 730. It has further been pointed out by the learned counsel that a Special Leave Petition against the aforesaid judgment has also been dismissed on January 17, 2005.
The learned counsel also relies upon the instructions dated July 30, 2004, which have been issued by the State Government after the judgment of the Ram Chander's case (supra).
C.W.P. No. 5559 of 2000 
After hearing the learned counsel for the parties, I find that the controversy in the present petition is indeed covered by the judgment in Ram Chander's case.
In view of the aforesaid facts, the present writ petition is allowed in terms of the judgment in Ram Chander's case (supra).
