Learned counsel for the petitioners states that the controversy in the instant case is identical to the one raised in Mukhtiar Singh and others vs. State of Punjab and others ­ C.W.P.No.891 of 2003, decided on 20.01.2004.

Learned counsel for the respondents has not been able to distinguish the controversy raised in the instant writ petition from the one adjudicated upon in Mukhtiar Singh's case (supra).

In view of the above, the instant writ petition is disposed of in the same terms as Mukhtiar Singh's case (supra).
