The petitioner was inducted into the service of the respondents as a JBT teacher on 12.1.1955. Prior to his induction into the service of the respondents, the petitioner had qualified the F.A. examination. On account of his having qualified the aforesaid examination, the petitioner claims a higher pay scale with effect from the date he entered into the service of the respondents i.e. with effect from 12.1.1955.
It would be pertinent to mention that the petitioner retired from service as far back as on 31.8.1990 i.e. more than 15 years before the filing of the instant writ petition. The claim of the petitioner relates to the year 1955 i.e. more than 50 years from the date of filing of the instant writ petition.

In view of the factual position noticed hereinabove, we are satisfied that the instant writ petition suffers from delay and laches and deserves to be dismissed for the said reasons alone.
