Through the instant writ petition, the petitioner claims promotion to the post of Group Instructor with effect from the date persons junior to him were promoted as such.
Pleadings in the instant writ petition reveal that the respondents on their own promoted the petitioner to the post of Group Instructor on 19.3.2000 and that the petitioner retired on attaining the age of superannuation on 30.4.2000. So far as the claim of the petitioner for retrospective promotion is concerned, the cause of action arose to the petitioner when he was granted promotion to the post of Group Instructor i.e. with effect from 19.3.2000. More than six years have passed since the petitioner was promoted as Group Instructor. More than six years have also passed when the petitioner retired from service on attaining the age of superannuation.
The instant claim of the petitioner is highly belated and therefore, is liable to be rejected for this reason alone.
Dismissed for reasons of delay and laches.
