We have heard the learned counsel for the parties.

We are satisfied that the controversy in the present case is squarely covered by a Division Bench judgment of this Court in CWP No.12624 of 2002 (Col. R.C.Punj v. UT Administration Chandigarh & others), decided on May 4, 2006.

Consequently, we dispose of the present petition in terms of R.C.Punj's case (supra).
