On 6.2.2001, the hearing of the instant petition was deferred since die by granting permission to the petitioner to make an application for impleading affected persons as respondents. The needful has not been done although more than five years have passed.
In the absence of impleadment of affected parties no adjudication on the rights of the petitioner is possible. Accordingly, the writ petition is dismissed for non-impleadment of the affected parties.
