In paragraph 2 of the preliminary objections, it is stated that an alternative remedy of filing a representation is available to the petitioner. The petition is, therefore, premature and is disposed of as such. In case, the representation in terms of the instructions contained in DO No.EP-11-2/76 dated 10.10.1988 is made by the petitioner within a period of 15 days from today, the respondents shall take a decision thereon within a period of two months thereafter by passing a speaking order.
