The instant petition is based on news-item dated 16.9.2006 (Annexure P.7). We are afraid that a writ petition cannot be entertained on the basis of a news-item which shows that respondent State has issued another policy in respect of inter district transfer. In the absence of any tangible policy of the State Government or proof of its violation the writ petition cannot be entertained. That policy alone would show as to how the petitioner is aggrieved by the policy and not a news-item. The petition is wholly mis-conceived and the same is dismissed. However, we grant liberty to the petitioner to file a fresh petition on the same cause of action after obtaining policy of the Government to which reference has been made in the news-item by pleading its violation or any other ground in accordance with law.
