This application has been moved with a prayer to recall order dated 19.10.2005, vide which, Civil Writ Petition No.3244 of 1988, was dismissed for non prosecution. In view of averments made in this application, which is accompanied by an affidavit, it is allowed, order dated 19.10.2005 is recalled and writ petition is restored to its original number.

On request made, writ petition is taken on board for hearing today itself.

This writ petition has been filed under Article 226 of the Constitution of India with a prayer for issuance of writ in the nature of mandamus, to direct the respondents to regularize services of the petitioner and also for payment of higher wages/ pay scale to him. It has been brought to the notice of the Court by counsel for the petitioner that the petitioner is in service and even by now, no order, regularizing his services has been passed. Keeping in view averments made in this writ petition and facts of the present case, this writ petition is disposed of by issuing direction to the Registrar of Panjab University, Chandigarh, to treat the present writ petition as a representation and decide the same by taking note of the ratio of the judgment of Hon'ble Supreme Court in State of Haryana v. Piara Singh, 1992(4) SCR 771.

Needful be done within three months from the date of receipt of a copy of this order.
