Learned counsel for the petitioner has invited our attention to the fact that an advertisement was issued in the year 2000 in various newspapers for filling up posts of Panchayat Secretaries and Gram Sewaks. It is submitted by the learned counsel for the petitioner that the petitioner applied for selection and appointment against the advertised posts from amongst the seats reserved for handicap candidates. It is also the submission of the learned counsel for the petitioner, that the petitioner was permitted to participate in the process of selection, which culminated in the year 2001.
Through the instant writ petition, the petitioner has aired the grievance that despite the fact that the process of selection was conducted in the year 2001, the petitioner has not been informed of the merit position assigned to him in the process of selection, nor has he been appointed to the advertised posts.

Having considered the entire issue in the totality of the circumstances, depicted hereinabove, we are of the view that the claim raised by the petitioner, on the process of selection conducted in the year 2001, cannot be entertained by this Court at such a belated stage.
In view of the above, the instant writ petition is dismissed for reasons of delay and laches.
