The last sentence in the judgment enables the appellant to pass appropriate orders if required to reconsider the matter after rendering opportunity of being heard to the writ petitioner . As the writ appeal is thus unnecessary there is no reason to condone the delay. Both the I.A. and writ appeal are dismissed.
