J U D G M E N T

The petitioners are candidates, who applied for the post of L.D. Typists, in various departments, in various Districts, when Public Service Commission invited applications for the same, by Ext.P1notification. As per the said notification, those who passed Typewriting English (Lower) examination before January, 2002 should produce a certificate in Computer Word Processing. All the petitioners belong to that category. But, they could acquire the certificate in Computer Word Processing only after the last date notified for receipt of the applications. So, their applications are going to be rejected. Hence, this writ petition. The petitioners submit, there is no stipulation in the notification as to when the computer word processing certificate should be acquired. But, it is one of the fundamental principles of service of jurisprudence that the qualification of a candidate for selection should be those acquired on or before the last date for submission of applications. A candidate who is not qualified on the said date is not eligible to submit the application. In view of the above position, the Writ Petition fails, and it is WPC No.18481 of 2007 2 dismissed.
