Radhakrishnan,J.Writ Appeal is filed against the finding of the learned single Judge that when persons possessing higher academic qualifications than what is required for a post in the lowest rung of the service which involves only manual labour, are appointed, it is almost certain that they will not stick on to the job but vacate the same as early as possible. Notification specifically states a pass in IV standard is the qualification for the post and it is further stipulated that the candidate should not pass X standard. Admittedly, petitioners have passed S.S.L.C. and hence, they are not eligible to apply for the post of Mazdoors. Learned single Judge rightly held so.
