Respondents have been duly served. But there is no appearance for respondents 2 and 3. Having regard to the questions raised, I do not deem it appropriate to dispose of the matter on its merits without appropriate pleadings being placed on record by the second respondent since the matter involves public funds. Under such circumstances, this writ petition is disposed of directing that Ext.P11 will be taken up by the second respondent, considered and disposed of within a period of two months from the date of receipt of a copy of this judgment, after affording the petitioner an opportunity of being heard.
