The petitioner, who has been working as Master Driller in the Ground Water Department since 17.10.1985 (He entered service as a Drilling Assistant on 15.10.79) aspires for promotion to the post of Assistant Engineer. The petitioner contends that juniors to him, even going by Ext.P1 seniority list, have been promoted to the post of Assistant Engineer. The claim made by the petitioner in this regard is contained in Ext.P4 submitted before the 2nd respondent. After hearing the learned Government Pleader, the writ petition is disposed of directing the 2nd respondent to take a decision on Ext.P4, as expeditiously as possible, and at any rate, within a period of three weeks from the date of receipt of a copy of this judgment. If there is no ineligibility insofar as the petitioner is concerned, his claim for provisional promotion shall be considered, taking note of the allegation that his juniors have been promoted.
