The petitioner applied to the third respondent for certain information. He had to move the first respondent since the third respondent did not give such information. In spite of the direction of the first respondent, it is the allegation of the petitioner, that the third respondent did not give the information. Accordingly, the petitioner is stated to have moved the first respondent making a complaint against the third respondent for disobedience. That is a matter that will obviously gain the attention of the first respondent. No writ needs to be issued for such a purpose.
