Having regard to the grounds raised in the writ petition and the submissions of Sri.T.Krishnanunni, the learned counsel for the petitioner and those of Sri.Mathew G.Vadakkal, the learned Government Pleader who has appeared on behalf of respondents 1 to 3, I am of the view that it is not necessary for this court to go into the merits of the grounds raised. Ext.P5 appeal filed by the petitioner is pending before the Government. The Government will take up Ext.P5, hear the petitioner and everybody else, who according to the Government is concerned in the matter and dispose of the same at the Government's earliest and at any rate within two months of receiving a copy of this judgment.
