The writ petition is filed with the following prayers:-
i) to issue a writ of certiorari quashing Ext.P5 order dated 22-3-06 issued by the 1st respondent. ii) to issue a writ of mandamus directing the 1st respondent to refund the amount paid by the petitioners as Earnest Money Deposit for the tender No.TCM 37/2005-06. iii) to direct the 3rd respondent to consider and dispose of Ext.P6 representation within a reasonable time frame fixed by this Hon'ble Court. There is no counter affidavit. The limited prayer of the petitioners is for a direction to the 3rd respondent to consider Ext.P6 with notice to the petitioners. After having heard counsel for the petitioners and the learned Government Pleader and also the Standing Counsel for the Electricity Board I see no reason to deny such a prayer. Accordingly the writ petition is disposed of directing the 3rd respondent to consider Ext.P6 with notice to the W.P(C) NO.19669/2006 petitioners and pass appropriate orders thereon in accordance with law within a period of four months from the date of receipt of a copy of this judgment.
