I am satisfied that there is a reason to believe that the respondent No.4 is either keeping out of way for the purpose of avoiding the service of notice issued by this Court or for some other reason notice cannot be served upon him in ordinary way, therefore, I consider it appropriate to permit the petitioner to get the notice issued by this Court to be published in Rajasthan Patrika Daily in its Bikaner
Edition having circulation in District Churu to effect service upon the respondent No.4.
The registry is directed to give a copy of notice to the petitioner/counsel for the petitioner which shall be published at the cost of petitioner in the newspaper mentioned above within a period of six weeks from today. The Rule issued is made returnable on 14.2.2006.
