Bench judgment of the Hon'ble Supreme Court in L.
Chandra Kumar v/s UOI (AIR 1997 SC 1125), on such grievance can be raised by the petitioner only before the Central Administration Tribunal as according to the said judgment it is the Tribunal alone which is the remedy of first resort in relation to the matters covered by the provisions of Administration Tribunal Act, 1985.
This writ petition is dismissed with liberty to approach the Central Administration Tribunal.
