Order of the Court was made by M.CHOCKALINGAM, J. Invoking the writ jurisdiction of this Court, this writ petition has been brought forth seeking a writ of mandamus to direct the respondent to give protection to conduct Manjuvirattu along with Sri Muni Andaver Temple festival on 11.4.2007.

2.According to the petitioner, who is the Ex-Village President, every year, the village people conduct Manjuvirattu in connection with the village temple festivals, which is scheduled in the month of April, and when they approached the respondent on 2.4.2007 to give permission and protection for the conduct of Manjuvirattu, the respondent refused to grant permission, and the event of Manjuvirattu is part of the festival, and this year, the same is scheduled on 11.4.2007. It is brought to the notice of the Court that the Division Bench of this Court has decided the issue of Manjuvirattu and granted permission with some conditions to the District Administration.

3.The Court heard the learned Counsel for the petitioner and also the learned Special Government Pleader.

4.The Division Bench of this Court has considered similar situation and has given guidelines while granting permission to conduct the sport-event namely Manjuvirattu, in W.A.Nos.119 and 237 of 2006 and a batch of writ petitions. Following the same, this Court is of the view that permission has got to be granted to conduct the sport-event namely Manjuvirattu during March and April also. Accordingly, permission is granted, and the earlier guidelines should be strictly followed. Hence, this writ petition is allowed. No costs. To
