The Government of India floated a scheme in October, 1977 for appointment of Swasthya Rakshak in rural areas on payment of Rs. 50/- per month as honorarium. The petitioners were in this scheme. It appears that the association filed a representation for enhancing the amount of honorarium. Subsequently, the government dropped this scheme by its order dated 20.5.2002 with effect from 30.3.2002. The petitioner filed an Original Application before the Central Administrative Tribunal against this order. This has been rejected on 1.10.2002. Hence the present writ petition.
We have heard counsel for the petitioners and Sri Devi Shankar Shukla and standing counsel for the respondents. The petitioners were on honorarium basis. The scheme has come to an end. In view of this we see no justification to interfere with the order. However, if the respondents come out with any other similar health scheme in future, then it will be open to them to engage the petitioners.
With these observations, the writ petition is dismissed.
