1. This writ petition in substance is against the show cause notice dated 18.12.2002 issued by respondent no. 4.
2. We have heard counsel for petitioner and the standing counsel for respondents.
3. In the circumstances of the case, the petitioner may file his objection against the show cause notice dated 18.12.2002 before respondent no.3. In case objection is filed, the respondent no. 3 may decide the same by a speaking order, if possible, within three months from the date of receipt of the objection. The petitioner will file a certified copy of this order; necessary documents and a duly stamped self-addressed envelope along with his representation. Respondent no.3 after taking decision will communicate the same to the petitioner.
4. With these directions the writ petition is disposed of.
