When section 47 of the Act obliges Power Corporation to install pre-payment meter upon such a demand being made by the consumer, prima facie, it is not open to the Power Corporation or the government to override the said statutory provision by Government Order or Notifications.
It has been urged by the petitioner that it has opted for pre-payment meter and upon such option being made, no security can be demanded from the petitioner. The respondent-Corporation has not accepted the option of the petitioner and is demanding additional security.
In the circumstances, it is directed that no no additional security will be payable by the petitioner till further orders and, if the petitioner continues to pay its bills regularly, the power supply of the petitioner will not be disconnected for failure to deposit additional security.
