1. This writ petition against the order dated 20.1.2005 cancelling the contract of the petitioner, forfeiting his security amount and black listing the petitioner.
2. We have heard counsel for petitioner and Sri Sameer Sharma standing counsel for the respondents. According to the petitioner notice dated 3.1.2005 was received by him on 7.1.2005 after the time given in the notice. Due to this he could not give any explanation.
3. In the circumstances of the case, the petitioner may file a representation before respondent no. 2 within two weeks. In case any representation is filed, it may be decided by respondent no. 2 by a speaking order, if possible, within one month from the date of receipt of the representation. The petitioner will file certified copy of this order; other necessary documents and a duly stamped self-addressed envelope along with the representation. Respondent no. 2 after taking decision will communicate the same to the petitioner. Till the representation of the petitioner is decided the the order dated 20.1.2005 be kept in abeyance.
4. With these observations the writ petition is disposed of.
