In paragraph 5 of the writ petition averment has been made regarding the attitude and the behaviour of Shri Vijay Pal Singh, Additional District Magistrate (Admn.), Etah, who has been impleaded in person as Respondent No. 5.
A Public Officer is expected to deal with public in a dignified manner and not otherwise. The Court has perused the voters list filed, as Annexure-1 to the writ petition, and the entries made at serial Nos. 246 and 268 which prima facie seem to be objectionable.
Notice on behalf of respondent No. 1 has been accepted by the Assistant Solicitor General, on behalf of respondent No. 2 has been accepted by Shri V.N.Singh, Advocate, on behalf of respondent Nos. 3, 4, 7 to 11 have been accepted by the learned standing counsel, on behalf of respondent No. 2A has been accepted by Shri K.P. Singh, Advocate.
Let notices be sent to respondent Nos. 5 and 6 fixing 21st November, 2005. Respondent No. 5 shall appear personally before Court on that date and explain his conduct by filing an affidavit also.
