1. This writ petition is against the recovery of Mandi Samiti dues.
2. We have heard Counsel for the petitioner, the Standing Counsel and Sri SPS Niranjan, for the respondents. According to the petitioner he has not done any business in Mandi and as such he is not liable to pay any Mandi dues
3. In the circumstances of the case, the petitioner may file a representation before respondent no. 2. In case any representation is filed within two weeks from today, it may be decided by concerned respondent by a speaking order, if possible, within three months from the date of receipt of the representation. The petitioner will file a certified copy of this order; other necessary documents and a duly stamped self-addressed envelope along with his representation. The concerned respondent after taking decision on the representation will communicate the same to the petitioner. The operation of order dated 19.11.2005 shall be kept in abeyance till the decision of the representation of the petitioner.
4. With these observations the writ petition is disposed of.
