Standing counsel represents respondent nos. 1 to 4. He prays for and is granted six weeks time to file counter affidavit. The petitioner will have three weeks thereafter to file rejoinder affidavit. List thereafter.

Until further orders the operation of the impugned order dated 19.10.2005 of the Commissioner, Agra Region, Agra and order dated 19.11.1998 of the Additional District Magistrate (City)/Collector, Stamps, Agra shall remain stayed, provided the petitioner deposits within a period of six weeks from today half of the amount payable under the impugned order before the Additional District Magistrate (City)/Collector, Stamps, Agra. In case of default, the interim order shall stand automatically vacated. Any amount deposited by the petitioner in pursuance of the impugned orders shall be adjusted.
