A large number of cases from 1986 onwards till 2005 are shown in the gang-chart in which the petitioner is an accused.

In the circumstances, it is not a fit case for quashing the FIR or staying arrest of the petitioner. However, if the petitioner surrenders before the Court below having jurisdiction in the matter within 15 days from today, in case crime No. 117 of 2005 under section 3(1) of the U.P. Gangsters Act, P.S. Belghat, district Gorakhpur, and applies for bail, his prayer for bail shall be considered as expeditiously as possible.

The writ petition is disposed of as above
