1. Heard counsel for the petitioner and standing counsel for the respondent. The counsel for the petitioner is permitted to implead respondent no. 2.
2. According to the petitioner he was granted resident certificate on 4.4.2006. Thereafter it has been cancelled on 16.6.2006 by respondent no. 2 without giving any opportunity to him.
3. In the circumstances of the case, the petitioner may file a representation before respondent no. 2. In case any such representation is filed, it may be decided by respondent no. 2 by a speaking order, if possible, within three months from the date of receipt of the representation. The petitioner will file certified copy of this order; other necessary documents and a duly stamped self-addressed envelope along with the representation. Respondent no. 2 after taking decision will communicate the same to the petitioner. Till the representation of the petitioner is not decided the order dated 16.6.2006 shall be kept in abeyance.
4. With these observations the writ petition is disposed of.
