Heard learned counsel for the petitioner.

This writ petition has been filed as a public interest litigation praying in the nature of certiorari quashing the Government Orders dated 23.3.2005, 26.4.2005 and 15.7.2005. A mandamus has also been sought directing the respondents not to interfere in pursuing the studies of girls students in Sarvodhya Inter College, Dilari, Moradabad.

Learned Single Judge had taken up the writ petition and took the view that the petitioners are not aggrieved persons and the writ petition is in the nature of public interest litigation, hence this writ petition has been placed before us.

We have looked into the records and heard learned counsel for the petitioners.

The learned counsel appearing for the petitioners has prayed that directions be issued for permitting the girls students to pursue their studies in the aforesaid institution. The writ petition is by the Parental Teachers Association. The various Government Orders referred above has been issued from time to time in exercise of powers under the U.P. Intermediate Education Act, 1921 and the Regulations to regulate the teaching in various recognised educational institutions.

We are satisfied that the learned Single Judge rightly took the view that the petitioners are not aggrieved persons to challenge those Government Orders. At the instance of the petitioner, we are not persuaded to entertain this writ petition as a public interest litigation. The petition is dismissed.
