Petitioner, who belongs to physically handicapped category (blind in both eyes), seeks appointment as L.T. Grade Teacher in Music against the quota provided for such category of persons. It is alleged that he has been denied the benefit of the reservation so provided. He further states that he possesses requisite educational qualification for being appointed as Music Teacher and had applied for the same in pursuance to the advertisement made by the U.P. Secondary Education Services Selection Board.
In the opinion of the Court, the grievance raised by the petitioner requires consideration by the Chairman, U.P. Secondary Education Services Selection Board itself at the first instance. It is, therefore, provided that the petitioner may make a representation ventilating all his grievances, supported by such government orders and statutory rules, as he may be advised, before respondent no. 2 within two weeks from today along with certified copy of this order. On such representation being made, respondent no. 2 shall consider and decide the same strictly in accordance with law, by means of a reasoned speaking order, preferably within four weeks thereafter.
With the aforesaid directions/observations, the present writ petition is disposed of finally.
