This is a writ petition for direction to respondents No.1 and 2  to stop  the release of the  funds to respondents No. 5 and 6. The petitioner had earlier filed writ petition which was dismissed on 21.10.2005 stating that it is not public interest litigation. The petitioner has filed second writ petition.

The petitioner has no personal right to challenge the same.  The writ petition is dismissed.
