This Court by means of order dated 18.12.2006, directed the state Government and all Universities under the State Universities Act to take further expeditious steps not exceeding three months in compliance of the order of Apex Court by which guidelines recommended by the Lyngdoh Committee were accorded approbation and 15th Jan 2007 was fixed in the matter.

Sri B.N.Yadav, learned Standing counsel has filed an affidavit in compliance sworn by Rajeev Kumar, Secretary, Higher Education Civil Secretariat Lucknow annexing therewith a Government order issued by the State of U.P. dated 8.1.2007 in which are contained directions to all the Universities under the State Universities Act and also Private Universities to comply with the guidelines. A copy of the G.O. aforesaid is annexed as Annexure 1 to the affidavit.

Sri Neeraj Tiwari, learned counsel appearing for Kanpur University has also stated across the bar that Rules have been framed and ensuing election shall be held in all colleges under the University in accordance with the guidelines of the Lyngdoh Committee.

Although necessary directions have been issued by the Government order (supra) issued by the Government still in case any University be it under the State Universities Act or private Universities, has not framed the Rules in terms of the guidelines, the same shall be at liberty to frame the Rules within one month from today and enforce the guidelines accordingly.

In view of the above, there survives no ground and therefore, the petition is disposed of accordingly.
